Markup vs margin: what's the difference?
Markup is usually quoted on worker pay. The pay-bill spread is the difference between bill rate and pay rate. If worker pay were the only direct cost, the spread percentage would equal gross margin; when payroll taxes, benefits, workers' comp, or other direct costs apply, accounting gross margin is lower. Here's the markup-to-spread conversion:

Formula: Pay-bill spread % = (Markup ÷ (1 + Markup)) × 100. A 50% markup on pay creates a 33.3% spread as a share of bill rate before other direct employment costs. Use loaded labor cost when you calculate true gross margin.
How to calculate a staffing agency bill rate
Start with loaded direct labor cost, not worker pay alone. Add the payroll taxes, workers' comp, benefits, insurance, and other direct costs the agency bears, then back into the bill rate: Bill rate = Loaded direct cost ÷ (1 − Target gross margin %).
Example: $40/hr pay with 18% direct employer burden produces $47.20/hr loaded direct cost. At a 20% target gross margin, the required bill rate is $47.20 ÷ 0.80 = $59.00/hr. That is a 47.5% markup on worker pay, showing why markup and gross margin are not interchangeable.

Common agency margin scenarios (with real numbers)
Scenario 1: Temp staffing agency
Bill rate: $50/hr · Pay rate: $35/hr · Pay-bill spread: $15/hr (30% of bill rate) · Additional costs: $8/hr (for example payroll burden, workers' comp, and allocated admin) · Amount remaining: $7/hr (14% of bill rate)
Key insight: A 30% pay-bill spread is not the same as a 30% accounting gross margin. Direct employment costs and overhead can consume much of the spread, so model loaded cost explicitly.
Scenario 2: Creative/consulting agency
Billable rate: $150/hr · Fully-loaded employee cost: $85/hr · Gross margin: $65/hr (43%) · Utilization: 75% (30 billable hrs/week) · Overhead per employee: $20/hr effective · Net margin: ~30%
Key insight: Higher bill rates allow for better net margin, but only if utilization stays high. A utilization drop can materially compress net margin because fixed employee and overhead costs are spread across fewer billable hours.
Scenario 3: Staffing markup vs margin confusion
A temp agency charges $60/hr (bill rate) and pays contractors $40/hr (pay rate). Internally, they call this a "50% markup" ($20 markup ÷ $40 cost). But gross margin is actually 33.3% ($20 margin ÷ $60 revenue). After $10/hr in overhead, net margin is only 16.7% — much lower than the "50%" they're quoting.
Why it matters: Talking about "markup" makes profitability sound better than it is. Always convert to margin to see true profitability after overhead.

Those figures are not directly interchangeable because service mix and cost definitions differ. What is a healthy agency margin?
First identify which margin you mean. Promethean Research reported a 13% average after-tax net margin for digital agencies in 2025, with a long-run average around 15%. Staffing-company gross-profit rates use different cost structures and can look very different, so a digital-agency net-margin benchmark should not be applied directly to temp staffing.
Why is utilization so important for agency margins?
Utilization measures billable hours as a percentage of available hours. Even small drops (e.g., 80% to 70%) reduce revenue by 12.5% while fixed costs stay the same, compressing net margin fast. For staffing agencies, temps between assignments = 0% utilization on that headcount.
How do recruitment agencies calculate margin?
Recruitment and direct-hire agencies usually earn placement-fee revenue rather than an hourly pay-bill spread. Calculate gross margin from fee revenue minus direct recruiting/delivery costs, then subtract overhead to reach operating or net margin. Should agencies price by hourly rate?
